To qualify, you must be a Minnesota residential customer living in an existing single-family home or in a multi-unit home up to four units. This means:
- If the primary heating source in your home is a natural gas, then you must be a Minnesota Xcel Energy residential natural gas customer to participate.
- If the primary heating source in your home is electricity, then you must be a Minnesota Xcel Energy residential electric customer to participate.
- If a customer has electric service from Xcel Energy and has central air-conditioning, and the customer uses a primary heating fuel source not provided by Xcel Energy, they may be eligible for an insulation rebate. Please see the rebate schedule or talk to your insulation contractor for details.
To be eligible for a rebate all insulation installs must be installed by a BPI certified insulation contractor and to the manufacturer’s specifications and meet all state and local codes and federal regulations. The air sealing must follow industry-accepted practices for mitigating air leakage.
Eligible installations include:

- Must have a pre R-value of 20 or less and
- Must have a post R-value of 44 or greater
- If existing is R-21 or greater, must add at least R-25 of additional insulation
- Air sealing: Tighten the building envelope, reduce energy loss from air leakage, and improve indoor air quality by reducing pollutants and allergens. Installers improve thermal comfort and energy efficiency through the proper installation of dense-pack insulation materials.
