When installing a new utility or facility upon PSCo easement, an Encroachment/License Agreement is required. This is required to ensure that the requesting utility or facility is installed in a safe manner in accordance with our Gas Standards and doesn't disturb the safe and continuous delivery of product to our service customers.
The requesting party must be prepared to submit Engineering grade plans and profile drawings with the Encroachment Application. Once an application packet is deemed complete, PSCo's Engineering and Right of Way Departments will review the submittal to determine whether an Encroachment/License Agreement is warranted. This process usually takes 4-6 weeks. Once all conflicts have been resolved, a License Agreement will be executed, which normally takes 2-4 weeks.
